IMPORTANT NOTICE TO ALL CUSTOMERS
China – Australia Free Trade Agreement
Dear Valued Client,
Further to our announcement on 10th December 2015, regarding the commencement of the ChinaAustralia Free Trade Agreement (ChAFTA) on 20th December 2015, we wish to further expand on the requirements necessary to avail yourself of the preferential treatment for this bilateral agreement.
As you would be aware by now, there are two origin documents acceptable for claiming preference under ChAFTA. They are a “Certificate of Origin” (COO) and a “Declaration of Origin” (DOO).
A Certificate of Origin, or a Declaration of Origin must be obtained for each shipment to claim preferential tariff treatment. The varying requirements for both documents are as follows:
( A ) Certificate of Origin (COO) must be approved/endorsed by a prescribed authorised body in China (as per below), and
( B ) Declaration of Origin (DOO) only requires endorsement by the exporter or producer, and shall be accepted in place of a Certificate of origin, however there are two requirements/steps involved, and they are as follows:
(i) An advanced origin ruling for the specific items/products being shipped must be obtained from the Australian Border Force (Customs) prior to clearance of shipment, The ChAFTA origin ruling will take some time to process by the Australian Border Force so the application should be submitted well in advance of the shipment.
(ii) The advanced origin ruling number issued by the Australian Border Force must be included on the declaration.
Both certificates (COO & DOO) are valid for 12 months from the time of issue.
Should a valid certificate or declaration not be available at the time of importation of the goods, nonpreferential duty rates apply, however once received, the importer may apply for a refund of any excess duty paid within one year from the date of importation. In this case, a certificate of origin must bear the remarks “ISSUED RETROSPECTIVELY”

Prescribed authorised bodies in China:
- AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine) where the actual certificates will be issued by Provincial Entry-Exit Inspection and Quarantine Bureaus, which are administered AQSIQ; and
- CCPIT (China Council for the Promotion of International Trade)
